Public Entity Project Experience
Recreation Area Assessments
Provided comprehensive playground risk control assessments to evaluate adherence with applicable US Consumer Product Safety Commission (US CPSC), American Society for Testing Materials (ASTM) and National Playground Safety Institute requirements.
- Consulted with Boards of Education regarding playground safety and compliance with playground safety standards as well as developing maintenance and inspection programs for playgrounds.
Security and Emergency Planning
- Conducted illumination and security assessments of city parking authority vehicle lots.
- Reviewed school district terrorism, security threat and crisis management programs, audits and compliance with federal, state and local emergency response agencies.
- Assisted municipal management in assessing and strengthening existing terrorism, security threat and crisis management programs.
- Provided data for client use with local police department following a theft to document missing items and verify descriptions of recovered items.
- Developed Emergency Management and Disaster Recovery Plans and persuaded several Boards of Education to devote resources for implementation.
Management Training and Communications
- Developed and presented risk control presentations for school district administrators, principals, teachers and buildings/grounds staff addressing key loss exposure sources and essential risk control policies/programs.
- Communicates regularly with insurance agents & underwriters to establish accurate replacement values for insurance buying purposes.
- Investigation of accidents, and training of dock workers along the Delaware River
- Developed training programs for city governments in accident investigation, and supervisory safety awareness.
- Consulted with NJ, PA, DE, and NY Boards of Education and developed programs, policies, and procedures addressing “Safe Schools” standards through the evaluation of administrative systems, auditing of loss control policies, procedures, and program content, and conducting of facility audits to access effective application.
Driver Training
- Assisted in the development of transportation safety manuals, policies, and procedures for school bus drivers.
- Provided driver training for landfill operations, and refuse route drivers focusing on the specific types of equipment, local road design, traffic patterns, and landfill site conditions.
- Conducted dozens of bus driver hiring, training and supervisory assessments. Provided guidance on the set-up, operation and maintenance of fleet safety programs.
- Developed and presented a training module on "Student Rider Discipline" to 50 public school bus drivers.
Water Infiltration, Mold Risk Assessment, and Indoor Air Quality
- Presented mold sampling results to entire high school teaching staff in public forum.
- Designed and implemented dozens of indoor air quality studies for school districts.
- Provided expert testimony in a mold defense case for a high school.
- Developed and presented lead paint exposure reduction program to PA DOT bridge inspectors.
- Conducted industrial hygiene sampling for highway toll collectors.
- Provided ongoing industrial hygiene support for a municipal insurance trust at the sewerage treatment facilities. Air sampling was conducted for hydrogen sulfide, oxygen, volatile organic compounds and bioaerosols.
- Conducted legionella investigation in high school following two reported medical incidents and developed recommendations to reduce the potential for a reoccurrence.
- Provided assistance in strengthening water infiltration and mold prevention programs.
Property Liability Evaluations
- Conducted hundreds of risk control assessments within school buildings, administrative headquarters, stadiums and playing fields.
- Working in conjunction with Business Administrators and Safety Committees developed school liability auditing guidelines, checklists and provided training on self inspection.
Fixed Asset Inventory and Building Appraisals
- Performed over 80 content inventories for private and public schools, public libraries, colleges, municipalities, as well as fire districts in New York, Connecticut, Massachusetts, and Vermont.
- Provide accurate reporting of school district inventories using computer systems for use by clients, and underwriters for insurance purposes.
- Works closely with the school auditors to establish depreciation values for GASB 34 compliance purposes.
- Provided descriptions and valuation information for sale of used school equipment.
- Trains Clients how to maintain and control inventory tracking systems.
- Conducted more than 100 onsite appraisal surveys survey’s of School Districts, community colleges, and municipalities.
Safety, Health and Ergonomics
- Conducted ergonomic task analyses of parking meter coin collection and coin counting. Developed work task re-design options to reduce the potential for back injuries.
- Provided analysis of contractor control programs for a vast array of municipal building and road work projects.
- Provided confined space and lockout-tagout training to sewerage authority crews.
- Conducted root cause analysis as follow-up to an accident involving student injury while operating a jointer machine in a wood shop.
